Conquest changes the campaign
The classic reference's short explanation says that defeating a faction gives other enemy factions more troops. Vassalizing has the same effect, and a faction conquered by another faction can trigger it too. It applies once per faction: vassalizing and later conquering that same faction does not repeat this particular increase.
This helps explain why a battle later in the campaign may be stronger even if you did not recently enlarge your own army. The world has changed along with your front line.
Monster Army scaling is a separate case
The Wiki identifies player-troop-dependent scaling for the Monster Army after particular route events. Do not take an averaging formula from an old guide and assume it explains every clan, every recruit and every battle.

Upgrade without chasing a single number
Compare current enemy formations with the army you intend to field. Improve the ability to protect damage dealers, reach useful targets and handle another fight. Troop counts matter, but so do combat stats, moves and the encounter's adjustment.
If you are trying to diagnose a sudden change, keep notes before and after the relevant conquest or story event. Compare the same enemy and terrain where possible. That is more informative than changing several stacks and drawing a conclusion from a different encounter.
Use the weakening bonus with its scope in mind
The reference documents that the Weaken Enemy Countries Satisfaction bonus affects military power, troop size and a hidden stat-scaling counter. Its effect is not a promise that a scripted formation disappears or that all route difficulty is reset.
For basic preparation, use combat and resources. For capacity costs caused by your own expansion, read national power and recruitment.
