Read Cost and National Power together

The classic mechanics page describes national power as the sum of province development. The roster has a separate total cost, based on the commanders and the forces they lead. Recruitment can be unavailable when there is not enough capacity, even if you have money.

If total cost exceeds national power, the documented income penalty is half the normal province income until the problem is corrected. Compare the numbers before ending the turn, especially after a territory loss or a large reinforcement.

Three budgets to check

Money alone does not resolve the third question. Province development is a Construction command; gaining territory is another way your capacity can change. The appropriate choice depends on the fronts and events you are already managing.

Leave room before calling reinforcements

The Satisfaction reference distinguishes requesting a foreign commander from accepting them. The documented acceptance checks include a free roster slot and spare NP; the automatic start-of-turn version and manual command have different spare-NP checks.

This makes planning useful: note the reinforcement you requested, watch for its arrival event, and avoid spending the last capacity point on an optional recruit in the meantime. A request is not the same as a completed recruitment.

Audit troop growth before dismissing someone

If capacity is tight, review which commanders need larger forces for their actual task. Do not dismiss a named unit solely because a guide's roster differs from yours. Keep a separate save, identify the purpose of that unit and inspect the cost change you are proposing.
