Request, wait, then receive the commander
The classic Summon Forces From Foreign Nations Satisfaction bonus requests a permanent commander from Leazas or Zeth. It does not immediately add the unit to the army. A pending request must be received before the next request becomes eligible.
This is separate from the temporary units a vassal clan may send into one battle. Kanami, Maria, Urza and the other names below use a request queue with story, waiting, capacity and acceptance gates.
The two request orders

You may choose an available country at a request, but you cannot reorder its individual sequence by repeatedly opening the bonus menu. The documentation records six possible requests in total, one for each named commander.
1. Make the request eligible
Before choosing the bonus, check:
- Sill is available. The request requires her.
- You directly control at least one non-vassal province other than Owari.
- A previously called commander has already been received.
- You have not exhausted all foreign commanders.
- The option is not crowded out by the Satisfaction menu’s eligible-item priority limit.
That last case is different from missing prerequisites. The menu holds at most twelve eligible bonuses in the classic reference. Review Satisfaction options before calling an absent option a bug.
2. Count waiting time from the request
The documented joining events require at least six turns after the turn of the request. Save or note the request turn. Seeing no join event after only one or two turns does not by itself indicate a failed request.
The automatic arrival is a low-priority start-of-turn event. Story events can take priority, so elapsed time alone is not the whole acceptance check. Inspect Owari’s manual reception command and the pending request before spending another bonus.
3. Receive manually or through the automatic event

The community guide describes these as fixed reception prerequisites rather than a calculation from the commander’s final troop count. Read the actual game’s Cost/NP display when receiving the unit; do not use the table to justify ignoring a capacity warning.
If the required slot is blocked, solve capacity with the National Power guide. Keep a save before dismissing a named commander purely to test the queue.
Why Maria or Urza may be missing
Maria: Kanami comes first in Leazas’s order, and Tanegashima must have been introduced before Maria can be received. Calling the request early without that state can leave it pending, which also blocks later requests. Check the faction-introduction event rather than calling for another unit.
Urza: Rizna must already be received. Verify both the prior acceptance and the six-turn wait for Urza’s own request. Free NP and a slot are still needed even when the order is correct.
Magic: both Rizna and Urza are prerequisites. A roster containing only one does not satisfy the documented gate.
These are source-documented conditions, not a claim that a newly installed Steam build uses identical event text.
Story timing: Sill’s availability matters
After Sill freezes in the True Route, new requests are no longer possible in the community walkthrough, but already requested commanders can still be accepted. Therefore, request eligibility and reception eligibility must be checked separately.
If a foreign recruit is important for your intended army or a dungeon unlock, plan the request before that story point and leave time/capacity for arrival. Kanami unlocks Tiger Pit and Maria unlocks Tanba Mine in the dungeon location reference.
Queue diagnostic
Write down the pending commander, country, request turn, current turn, Sill state, direct province control, free NP and open slot. Compare those fields in that order. A missing bonus and a missing reception command are different symptoms; the general recruitment guide helps when the problem is a prisoner or a map recruit instead.
