Start with the job you need
A commander's panel mixes army combat, personal combat and campaign utility. Reading them as one overall rating leads to poor comparisons. The forces screenshot below shows why the same commander can have a personal HP/level entry and a separate troop management section.

Intelligence depends on the class
Do not assume Intelligence helps only offensive magic. The reference links it to Ashigaru guard chance, Tactician buffs, Onmyouji and Mage damage, and Miko or Sohei healing. Compare a stat with the commands that unit will actually use.
Similarly, Speed is not an extra attack count. It affects when the unit acts, while the move banners limit how often its commands can be used. A fast unit with no remaining moves cannot keep attacking indefinitely.
Keep utility specialists useful
A commander with good Negotiation or Search can help solve campaign checks without being your first battle choice. Assign that specialist a clear task and inspect their cost before increasing troops purely for appearance.
When a command requires more points than you can provide at once, the mechanics reference describes cumulative contributions for relevant checks. Check the remaining requirement afterward instead of assuming every attempt was wasted.
Choose upgrades by battle type
If your difficulty is in a dungeon, review personal Level, HP, moves and healing. If it is in an army fight, review troop condition, class commands, protection and combat attributes. Using the wrong kind of upgrade can leave the original problem unchanged.
Continue with national power or individual battles.
