Map actions are different from battle moves
Action Fans are the campaign-level budget beside the province commands. Most events, attacks and searches spend one; some major story events consume everything left. The small banners beneath an army unit are that unit's battle moves, a separate resource.
The community mechanics page identifies prisoner recruitment and spending funds to replenish troops as fan-free actions. They still use available commanders or money. Before ending a turn, review those menus as well as your remaining map commands. Unspent fans do not carry forward.
Check the extra-fan requirements

The increase starts on the following turn. Check your maximum count rather than the number left after spending actions. A second-game starting fan changes which version is available.
Why the option is missing
The Satisfaction menu can display only twelve eligible bonuses. Lower-priority options can be crowded out. Check prerequisites first, then inspect one-time bonuses you might reasonably take to free a menu slot. Do not spend on unrelated bonuses solely because a dated guide told you to reload.
The current Wiki documents minimum thresholds; the older 2012 FAQ describes narrower availability windows. We use the Wiki's description here and identify this as classic-version guidance rather than a verified Steam rule.
A practical turn routine
Read available province commands before spending the last fan, separate required events from optional searches, and retain a save before a story transition. When choosing a Satisfaction bonus, consider both the next turn and the current campaign goal. An extra future action can be more useful than a small immediate improvement, but a needed army recovery can still be urgent.
